The Rover is rated at 500W and will run past 15.5 mph. That puts it outside the UK's electrically assisted pedal cycle rules, so it is not road legal in Great Britain: not on public roads, cycle lanes, pavements or bridleways. Ridden on a public road it would legally be a motor vehicle and would need type approval, registration, tax, insurance and a licence — none of which it has.
We sell it for private land with the landowner's permission, and for closed circuits. If you want an HTR you can legally ride to work, that is the Jack or the Jack Flash — both 250W EAPCs. We would rather lose the sale than have you fined.
